I think it means that your Prepost Image can be 125K, but if you were going to post a second entry for a contest, or post your entry on the day of the contest you would have to post below the 75K mark ...

I think a monthly contest would be cool, where everyone gets a month to photoshop an image. I think it would be cool to see the entries that everyone submits with that much time to work on it.
