A) They arn't paying for every entry and there is a high chance a lot of non winning work will be used anyway. Where is thier pay... oh nope they get none.
B) Prizes arnt taxable in the uk.
C) Usually the client comes to an agreement based around what the designers suggest is good for them aswell as thier own preference... Ya know thats why they hire them because the client doens't know much about design... If the client knew everything about design there wouldn't be a graphics designer in buiness.
