I dont know what this means or if it means any thing. I read in this political science book that in the late 80's America sold weapon information to Iraq knowing fully that they intended to develope biological and nuclear weapons with it. Later it quote

It doesnt really have much to do with the sailor, I guess I could BS some answer like he is coming home from the persian gulf or somthing but really the only reason I even made a pic for this was so I can vote eventualy, seings as I had no good ideas
