so, if it's true that as scionshade said, there's a user who only ever votes for one other user's pictures, even in anon contests, isn't that blatant cheating, and shouldn't both those users have whatever monies they've paid refunded and be kicked off the site?

Because it is not and and never was against the rules.
Just like refusing to vote for anyone you don't know is ok.
And trading votes is ok,or voting for people only on the basis that they are from the same country as you.
Or pretend alias married couples getting around the alias no self voting rule..is all ok.
It's all not in the rules..it's up to site users to respect each other
and inform one another when they think one another is
getting out of line.

Some people take this site way too seriously.
