Many years ago I had a program Photosuite IV Platinum that did this. It took a picture and added all your pictures under a filter called Photomerge. I tossed th CD years ago so I ca'nt try it.

I remember seeing this one, it is very nice, until you start zooming into a solid color spot, where the photos it becomes very repetitive until all the tiles become identical. I guess the way it works is to assign to every pixel color (256x256x256 total) a square photo with a matching average RGB value (18609625 total ?)
