That DLL is the Microsoft Visual C++ Runtime if I'm not mistaken. CS2 was written in C++ and you can't run it without the runtime instructions. You probably got a virus, trojan, spyware, malware infestation that wiped out the original .dll file.
After you've downloaded the file (or searched your system to see if you've still got the file in another location on the drive) you'll need to re-register the dll so that XP recognizes it. Go to the Run item on the Start menu, and type:
"regsvr32 <path & filename of dll>" (without quotes)
So if you saved it to your C:\windows\system32 folder you'd put:
"regsvr32 C:\windows\system32\MSVCRT10.dll" (again without quotes).
