Can I save the following GIF as the required file size for photoshop contest, without losing the colours?

you'd have to make it smaller
I took your gif and tried it.
I made it
500 x 375
and Yes I had to make the colors 128
with a Dither set to (pattern)
and I deleted your last frame (since its the same as the first) makes it smoother and it frees up some kb
it ends up 491.1k

so to answer your question... Yes and No

Thank you Shamon! Yes I had tried it, but it wasn't possible to resize it at 125 k.

the only realistic way I could see you doing it, going along with what i've said above, is to make the actual animation very small, then throw it all on a white background thats 500 x 375

yep with a little tweaking I was able to get this down to 107.3k
