A lot of work goes into gifs and for one to win it's normally something special, why don't we get to see it animated on the homepage?

Basically it comes down to size. A still image is a lot smaller, and therefore reduces server load. Since the homepage is the first thing most people see, we want the homepage to be as fast as possible.

I wonder if it would be better having certain gif challenges (one a week, anon) and non-gif challenges, for fair play? (Bet someone has brought this up before)...
