Ok, so you know how you right click the mouse when you have the brushes selected and it gives you all your brush options, even the ones you have loaded.
Well for some reason every time I close out PS it reset the "palette"(is that what it is called) to the stock brushes and I have to reload the brushes that are not preset.
So my question is why is this happening and how to I get it back to "my" normal.

thats weird... I get this thing too sometimes my cursor preferences change from precise to normal to tip and vice versa. it has always done that even on ps6. Does everyone get this. or do i not make any sense?

Sounds like that could be related to spyware. I'd do a Google for spybot, download it since its free and see if that takes care of that problem.

If your palette keeps resetting whenever you close the program, it sounds like you haven't actually saved your brush set. Make sure that once you have all your brushes loaded how you like them, you save it as a set or whatever so that they will stay there permanently until you load in a new set.

it changes every time you hit caps lock. Maybe your finger is too thick while hitting shift key , which is actually an encouraging fact for your h2h opponents
