I really think Illustrator or Freehand is the way to go on this one, simply because you would have more control over layers and stuff. There are some elements on the pict that may be a challenge, but over all, very doable.

The beauty about a vector-based program is that you can resize the image without the loss of information (resolution), and the file size can stay relatively small. Once done, though, should you want to print it, unless you have illustrator, the creator of the file will have to rasterize the file to produce a jpeg (or whatever format you want). At this point, the file size will increase and resolution becomes an issue.

I agree with Splodge about trying to learn the theory behind vectors. You should not be getting jagged curves if you are doing things properly. I may be wrong, but I believe that you have way too many points on your curve if they are coming out jagged. If you make selection in photoshop and tell the program to create paths, you will get this result. Try creating the path yourself once you've read some of the tuts.

In the meantime, how soon do you want this pict?

I suggest using flash instead of Illustrator. To me, it is so much more simple and I have done the same work using Flash 5 that others would normally do with Illustrator. That pencil tool is just so much fun!

If you are in a big rush, you could also use the Trace Bitmap fonction (Flash5 has it); not quite the same, but it gives good and very quick results.

I really am not an expert in vectors, but I did this vector drawing with Flash 5 from a comic book cover. I never finished it, but it was a lot of fun and I learned a lot from it. Try right clicking and zooming in to see the details.
