Ok the shark is a 'GREAT WHITE', the surfers I think could be "THE BUTTHOLE SURFERS' , The place looks like SKID ROW, People in the window could be; "BAD COMPANY' and the whole entire picture IMO gives a person R.E.M. And I think the places in the background are 'MOTELS'... and I still think the group of five white guys all dressed in white all doing the same thing are N'Sync.
