I like how you tried to take a basic idea (a flood)and give it that little extra something. (dark mood and water droplets on glass like we are watching it through a lense.) I agree with Billtvshow about the wet dog hair. :0P

yeah feral I hear what your saying, the water is a little spikey, but I only used elements of the original source to create it, and the new texture that covers the lower part of the street. So it was a fiddly issue from the start.
